SERVICE STRATEGY OF LIBRARY IN E-LEARNING: ISSUES AND CHALLENGES

Libraries ever since the first light of civilization have proved to be a realistic value in promoting teaching, education and research. In the doorsill of information and communication technologies, the libraries and information centers have changed their services in manifold dimensions which further precipitated to a drastic change with regards to knowledge acquisition, organization, distribution, knowledge representation etc. The espousal of technology precipitated many new form of learning procedure which include, e-learning, web-based learning, digital learning, Internet learning, On-line learning etc. The application of information and communication technology not only shaped the library to a conducive form of information dissemination but also added substantial input to accelerate the teaching and learning. This is the upshot of the change management in learning environment which shifted from traditional to blended and then to electronic. Strategic change of the libraries in resource acquisition, organization, management, dissemination to the present days of education system not only altered the face value of the library but also sustainable development. The diligence of artificial intelligence in the field of library services heuristics knowledge could be identified, elicited, codified, and formalized in the knowledge base. This paper throws lights on the altered responsibility of libraries to satisfy the information need of the learners of both distance learning and in house including application of intelligent technologies in various dimensions of library services and the role of library professionals in a changing environment

DILIGENCE OF KNOWLEDGE MANAGEMENT IN A DIGITAL LIBRARY ENVIRONMENT

Knowledge Management is resourcefulness by which accomplished Knowledge Management practitioner makes an intellectual apply of Information Technology Systems and the pool of knowledge in an organization to exacerbate competency. The amalgamation of information about an operating environment becomes knowledge and the deployment of knowledge for some strategic actions bring about increased efficiency or competitiveness that is accredited as Knowledge Management. The Knowledge Management has become an orbicular issue and hence, in the present technological state of affairs, the Libraries and Information Centers, Documentation Centers have emerged to engulf in to Knowledge Management environment for effectual propagation of knowledge. Knowledge acquisitions through diverse collection of information especially in electronic form including downloading of information on Internet have proved to be a key element of Knowledge Management particularly in a Digital Library upbringing. In the gamut of Information Technology, the implicit knowledge available in various electronic forms adds a substantial value in Knowledge Management. The explicit knowledge also stands at the same scale with that of the implicit knowledge in the traditional scenario for easy retrieval of information and has proved to be a most viable tool for the user communities at large

Sustainable E-resource Services for e-learning: Issues and Challenges for Librarians

Libraries ever since the first light of civilization have proved to be a realistic value and viable platform in promoting teaching, education and research. In the door-sill of information and communication technologies, the libraries and information centers have changed their services in manifold dimensions which further precipitated to a change in knowledge acquisition, organization, dissemination, representation and preservation. The espousal of technology precipitated many new form of learning procedure which include, e-learning, web-based learning, digital learning, Internet learning, On-line learning etc. Application of ICT not only revamped the library services but also created a conducive platform for both the distance learners and in-house learners by adding substantial e-resources to accelerate teaching and learning. This is the upshot of the change management in learning environment which shifted from traditional to blended and then to electronic. Strategic changes of the libraries further not only confined to resource acquisition, organization, management, dissemination, preservation in electronic form in the present days of education system, rather concentrated to retain the   face value of the library for sustainable development. The diligence of artificial intelligence in the field of library services heuristics knowledge could be identified, elicited, codified, and formalized in the knowledge base.

Knowledge Management Applications in Libraries and Information Centers in a Digital Environment

Adoptions of Information Technology and more specifically the internet along with computer technologies in Libraries and Information Centers radically not only changed the horizons of library services but also in the field of document management which practically precipitated for generation of information management. Proliferation of ocean of information through World Wide Web, the term information management was changed to a new and recent expression known as knowledge management. Knowledge embodies three types of knowledge in its purview such as, Explicit Knowledge, Embedded Knowledge and Tacit Knowledge. Knowledge Management has become a new area of research comparing to other research areas such as data processing, information management, and network management etc. The knowledge economy is a new concept that has appeared worldwide in recent years. As a sub-discipline of the knowledge economy, knowledge management is a completely new concept and method of management. It works for converting intellectual assets of workers and staff members in the organization into higher productive forces - competition power and new value. Knowledge management requires linkage of information with information, information with activities and information with man, so as to realize the sharing of knowledge (including tacit and explicit knowledge). Knowledge economy era transforms the library into a treasure-house of human knowledge, knowledge innovation and it acts as a valuable link in the knowledge innovation chain

Web-based Tools for Knowledge Management

Knowledge Management is a creativity by which skilled Knowledge Management practitioner makes an intelligent use of Information Technology Systems and the pool of knowledge in an organization to exacerbate competency.  The clubbing of information about an operating environment becomes knowledge and the deployment of knowledge for some strategic action brings about increased efficiency or competitiveness, which is acknowledged as Knowledge Management. Internet resources of electronic information available through hallmark web sites which include selected library catalogs, collected works of the literature, some abstracting journals, full-text electronic journals, encyclopedias, scientific data from numerous disciplines, software archives, demographic registers, daily news summaries, environmental reports, and prices in commodity markets, as well as hundreds of thousands of electronic-mail and bulletin-board messages add a potential value in constituting the Knowledge Management

Significance of Knowledge Management in Digital Library

Knowledge Management is resourcefulness by which accomplished Knowledge Management practitioner makes an intellectual apply of Information Technology Systems and the pool of knowledge in an organization to exacerbate competency. The amalgamation of information about an operating environment becomes knowledge and the deployment of knowledge for some strategic actions brings about increased efficiency or competitiveness that is accredited as Knowledge Management. Relevance of Data Mining in Digital Library

Data mining involves significant process of identifying the extraction of hidden predictive information from vast array of databases and it is an authoritative new technology with potentiality to facilitate the Libraries and Information Centers to focus on the most important information in their data warehouses. It is a viable tool to predict future trends and behaviors in the field of library and information service for deducing proactive, knowledge-driven decisions. Mechanized, prospective analyses of data mining move beyond the analyses of past events provided by retrospective tools typical of decision support systems. Wide spread database use including its explosive growth in their sizes precipitated to a mounted concerns for the libraries and information centres especially in a digital environment. In such an alarming situation, data mining tools resolved the problems in the service segments. It has become indispensable in view of the proliferated growth of digital resources and especially its scientific management, organization, retrieval and timely dissemination with the help of technology to the users

Role of Libraries in the Digital era

Proliferation of information resources from multiple areas and their amalgamation in the libraries especially in the digital era precipitated many challenges in the library professionals to meet the demands of the users for their academic purposes. This further coupled with proper management of resources with the help of proprietary and open access library software, which, however, requires skills and professional competencies to deal with the software. This has predominantly become a major challenging task in Library and Information services both at International and National level. North East bestowed with 9 central universities to flourish higher education is attached with central libraries with adequate information resources both print and electronic. Further, induction of Internet, Knowledge Repositories, Open Source, Open Journals, Blogs, and Library 2.0 in libraries added exorbitant resources. It therefore, became the need of the hour to manage with the resources with the help of multiple technologies so as to reach the information users effectively in right time. Moreover, it becomes the onus of the library professionals to handle the resources effectively in view of the technology emulation. It could be visualized that major chunk of the libraries both in International and National sphere are in the transitional stages changing their services from traditional to digital.
