have proved to be a realistic value in promoting teaching, education and
research. In the doorsill of information and communication technologies, the libraries
and information centers have changed their services in manifold dimensions
which further precipitated to a drastic change with regards to knowledge
acquisition, organization, distribution, knowledge representation etc. The
espousal of technology precipitated many new form of learning procedure which
include, e-learning, web-based learning, digital learning, Internet learning,
On-line learning etc. The application of information and communication
technology not only shaped the library to a conducive form of information
dissemination but also added substantial input to accelerate the teaching and learning.
This is the upshot of the change management in learning environment which
shifted from traditional to blended and then to electronic. Strategic change of
the libraries in resource acquisition, organization, management, dissemination
to the present days of education system not only altered the face value of the
library but also sustainable development. The diligence of artificial
intelligence in the field of library services heuristics knowledge could be
identified, elicited, codified, and formalized in the knowledge base. This
paper throws lights on the altered responsibility of libraries to satisfy the
information need of the learners of both distance learning and in house
including application of intelligent technologies in various dimensions of

mining involves significant process of identifying the extraction of hidden
predictive information from vast array of databases and it is an authoritative
new technology with potentiality to facilitate the Libraries and Information
Centers to focus on the most important information in their data warehouses. It
is a viable tool to predict future trends and behaviors in the field of library
and information service for deducing proactive, knowledge-driven decisions. Mechanized,
prospective analyses of data mining move beyond the analyses of past events
provided by retrospective tools typical of decision support systems. Wide
spread database use including its explosive growth in their sizes precipitated
to a mounted concerns for the libraries and information centres especially in a
digital environment. In such an alarming situation, data mining tools resolved
the problems in the service segments. It has become indispensable in view of
the proliferated growth of digital resources and especially its scientific management,
organization, retrieval and timely dissemination with the help of technology to
the users
Role of Libraries in the Digital era
Proliferation of information resources from multiple
areas and their amalgamation in the libraries especially in the digital era
precipitated many challenges in the library professionals to meet the demands
of the users for their academic purposes. This further coupled with proper
management of resources with the help of proprietary and open access library
software, which, however, requires skills and professional competencies to deal
with the software. This has predominantly become a major challenging task in
Library and Information services both at International and National level.
North East bestowed with 9 central universities to flourish higher education is
attached with central libraries with adequate information resources both print
and electronic. Further, induction of Internet, Knowledge Repositories, Open
Source, Open Journals, Blogs, and Library 2.0 in libraries added exorbitant resources.
It therefore, became the need of the hour to manage with the resources with the
help of multiple technologies so as to reach the information users effectively
in right time. Moreover, it becomes the onus of the library professionals to
handle the resources effectively in view of the technology emulation. It could
be visualized that major chunk of the libraries both in International and
National sphere are in the transitional stages changing their services from
traditional to digital.
Personal Information
Dr. Rabinarayan .Mishra is presently engaged as Associate Professor
in the Department of Library &Information Science, Mizoram University (A
Central University), Aizawl, Mizoram. With regards to academic qualifications, Dr.
Mishra has acquired M.A. in History, M.L.I.Science, LL.B., and Ph.D., in
Library & Information Science with PGDCA. To his credit he has published more
than 40 articles and has attended 17 National Conferences and International
Conferences including Orientation programmes, Orientation course and Refresher
Courses. He has visited many countries and presented papers. He is a resource
person in various forums. He is also an approved Counselor of IGNOU for
BLIScience programme since 1996. He is associated with teaching programme since
1992 and is a life member of many professional organizations such as, ILA,
IASLIC, IATLIS, and Rajasthan Library Association. He is also member of Board
of Studies in Library and Information Science. From March 2007, he was also a
member of School Board of the Board of the School of Economics, Management, and
Information Science (SEMIS), Mizoram University, Aizawl for two years. He is
